Dustroll is Neutral Evil, wanting only to spread the glory of undeath across the universe.  His unsettling insanity and crooked goals threaten all of the deities, so they combined their powers to banish him to The Void.  But despite being banished, loyal enough clerics can still draw divine powers from him.
